It's actually more simple than you think. FtpVC is mostly a peer-to-peer system, so when a checked-out file is requested to be checked out by another user, this other user can "take over" the file by getting an exclusive check-out of the original file. Of course, all changes made by the first user on his own PC will not be available to the second user.

There's no special command for this. Just check out a file, then log in with a different user name, and try to check out the same file. You'll see the message that will give you the options regarding the second check-out (you need to enable multiple check-outs under Project Options | Options).
