Hmm, I tried the 32-bit version of odt2txt from https://repo.msys2.org/mingw/i686/, and it didn't work: no output and an error for files that the old plug-in, version 0.3, handles just fine. The size of the new version is also suspiciously small.

Would the plug-ins be available to install today? Providing they know how to do it.
One way would be to reinstall EDP. There's also a manual way to set up individual plug-ins, see https://www.prestosoft.com/edp_plugins.asp

A problem arises if the line breaks of the two PDf files are different, a not infrequent event. Very annoying, but I have not found any good idea to circumvent it. The way to compare PDF files is to enable the PDF to Text plug-in (Options | Tools | Plug-ins). This way your files will be converted to text prior to comparison.

ExamDiff Freeware's last supported versions are 8.1/Server 2012, but it will work on Windows 10. ExamDiff Pro will for many reasons (including Windows features support) work better.
